Low top skates are designed to put maximum pressure on the heels and give maximum forward lean at the ankles.  They are lighter than hi-top skates, and the wheels are wider for more balance.  The trade-offs are: the skater should always bend the knees when skating AND when standing around in the skates, otherwise all that heel pressure will push the skates out front with a resulting backwards fall,  the wider wheels mean that the skates must be separated by more space so the wheels of the right boot never lock with the wheels of the left boot,  the lower ankle means more mobility and less support.
